Primorje-Gorski Kotar County combines three worlds in a small area: urban Rijeka and its ring, the indented Kvarner with the islands of Krk, Cres, Lošinj, and Rab, and the forested Gorski Kotar on the western slopes of the Dinarides.

Administratively, it is organized into 36 units of local self-government: 14 cities (Rijeka, Opatija, Crikvenica, Krk, Cres, Mali Lošinj, Rab, Bakar, Kastav, Kraljevica, Novi Vinodolski, Delnice, Vrbovsko, and Čabar) and 22 municipalities. According to the 2021 census, 265,419 inhabitants live in the county, and Rijeka, with 108,622 inhabitants, is the third-largest city in Croatia as well as the largest Croatian port and university center of the northern Adriatic.

What distinguishes this county from others on the Adriatic is its range: from the Mediterranean coast and islands to Risnjak National Park and the mountain settlements of Gorski Kotar at over 1,000 meters above sea level, all within an hour's drive. The A6 and A7 motorways, the Učka tunnel towards Istria, Rijeka Airport on the island of Krk, and ferry and catamaran lines to the islands make it one of the best-connected regions in the country.
